Minimum Qualifications of Education and Experience
Full pay range $56.50 to $94.37 per hour.
Master's degree from an accredited college or university Business Administration, Public Administration, Social Science or related field and five (5) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.
OR
Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Social Science or related field and six (6) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Nature of Work
Under general direction, as a member of the Health, Housing & Human Services (HHH) Division Leadership Team plans and directs Child and Family Services programs. Leads the Child and Family Services Department with state and local policy development and strategic planning. Develops and maintains a service-oriented approach and creatively supports the quality initiatives of the department, organization and community. Supports the department and division in the maintenance of a healthy work culture.
Examples of Work
- Provides leadership to programmatic teams. Ensures teams performance is aligned to the strategic goals of the agency and meets compliance standards
- Strategically partners with County Leadership to drive outcomes through impactful operations along with analysis, influencing, and action
- Sets management financial objectives and priorities along with the HHH senior leadership team to prioritize, measure, and evaluate budget goals
- Ensures and maintains timely and accurate reporting and distribution of information to internal and external stakeholders
- Directs the implementation of new programs or services within the department and collaborates within Health, Housing and Human Services
- Represents internal and external Department and community special projects and initiatives
- Directs the implementation of planning and forecasting business models, frameworks and processes
- Develops and maintains a network of contacts throughout the County and community to efficiently and effectively carry out the responsibilities of the position
- Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees' grievances on behalf of the employer
- Directs the development and oversight of contractual and purchase of service agreements
- Interprets and explains policies and programs and communicates with the media, community organizations and the general public
- Attends and participates in pertinent meetings at county, state and federal levels and testifies on legislation
- Directs efforts to engage the community and gather feedback from people who receive services
- Directs departmental efforts aimed at supporting a healthy organizational culture

Knowledge, Skills and Abilities Required
- Thorough knowledge of Federal, State and County fiscal policies and procedures
- Thorough knowledge of Federal, State and County programs, policies and procedures within public assistance, social services, public health, corrections, waivered service programs, health care programs and other related social determinants of health
- Considerable knowledge of strategic planning, project management, data collection, analysis, and continuous improvement
- Considerable knowledge of legislative proceedings, statutory timelines, court proceedings and rules
- Skill in the use of computers and technology
- Skill in communicating effectively both verbally and in writing
- Ability to establish and maintain positive relationships with internal and external partners to work collaboratively, resolve conflict, and achieve results
- Ability to exercise sound decisions within a framework of Federal, State, County, and HHH Division guidelines
